The Effects of Education Voucher Support for Low-income Adults

  • We examine the causal effects of providing education vouchers to low-income adults in South Korea in 2021. Using a lottery-based assignment mechanism and controlling for various pretreatment characteristics, we find that the KRW 350,000 voucher per participant increased course participation by 24.5 percentage points particularly in vocational, humanities, and art/physical education courses. While the voucher did not significantly impact labor market outcomes, it significantly enhanced nonlabor market outcomes, including social trust, health-related behaviors, subjective well-being, and job-related attitudes. These findings suggest the potential of adult continuing education for low-income populations to have various nonlabor market benefits.
